In August 2012, a case was opened for support for neglect, but after services were provided, the case was closed in December. Another neglect case was brought in June 2013 but closed in September 2013 after support was provided.

She also confirmed that Bella’s mother had had two other children taken away from her between 2001 and 2006. Both of those children were adopted by her own mother, DCF said

Suffolk District Attorney Daniel Conley said he authorized a murder charge for Michael McCarthy, 35, and the girl's mother, Rachelle Bond, 40, is under arrest for accessory to murder after the fact.

"At just shy of three years old, Bella Bond was a true innocent," Conley said at a news conference announcing the charges.

LYNN, Mass. (WHDH) - The father of Bella Bond on Friday said he does not believe the girl's mother hurt her.

The body of "Baby Doe," whom investigators have now identified as 2-year-old Bella Bond, was discovered on Deer Island in June. Since then, investigators have worked tirelessly to identify her.

The girl's mother, 40-year-old Rachelle Bond and her boyfriend, 35-year-old Michael McCarthy, have been arrested in connection with the girl's death. Rachelle Bond is facing charges for accessory after the fact of murder and McCarthy is facing charges for murder.

Joe Amoroso, the girl's father, said State Police questioned him this morning about what he knew and what Bella’s mother had told him.

“I know with all my heart that Rachelle would never do anything to hurt anybody,” he said. “I was with the woman. This is the mother of my child.”

Amoroso has been in Florida and returned to Massachusetts in August.

(MyFoxBoston.com) -- Police have charged Bella's mother, Rachelle Bond, as an accessory after the fact. Bond's boyfriend, Michael McCarthy, has been charged with murder.

A search warrant was issued for an apartment on Maxwell Street in Dorchester Thursday afternoon.

FOX25 spoke with a woman who described herself as Bella's godmother. She said she was there when Bella was born and cared for the little girl for weeks at a time. She said it has been more than a year since she last saw Bella. Police said Bella was 2.5 years old at the time of the death.

The godmother described Bella as a smart little girl with a nice personality who loved country music. She said her nickname was "Neveah," which is Heaven spelled backwards. Police said that was the little girl's middle name.

According to documents, Rachelle Bond was arrested in 2010 on Dorchester Avenue for prostitution. She pleaded guilty to the charge and was sentenced to one year probation. She was also ordered to submit to random drug testing and to stay away from Dorchester Avenue.

The Department of Children and Families has had contact with baby Bella twice, sources said.  

From August to December of 2012, DCF provided support for neglect. After the services were provided, the case was closed. Between June and September of 2013, DCF provided additional support for neglect. Again, the case was closed after the services were provided.

A source said that between 2001 and 2006, DCF terminated parental rights regarding two of Bond’s other children. One remains with the maternal grandmother. The other was adopted by a non-related family.

(CNN)—Her name was Bella, a child whose very name means beauty, Suffolk County District Attorney Daniel Conley said Friday.

For 85 days -- since her remains were found, wrapped in a trash bag on a rocky shoreline in Boston Harbor -- the young girl had been known only as "Baby Doe."

The state Department of Children and Families was briefly involved with Bella as an infant, but have not had a case with the girl's family in more than two years, according to department spokeswoman Rhonda Mann.

"Since June, the department has been working closely with law enforcement on exploring dozens of leads in hopes to identify the little girl found on Deer Island," Mann said in a statement. "Now that we know her name, the story is no less tragic ... Our thoughts are with Bella's extended family as the investigation into her death continues."

Between 2001 and 2006, child welfare authorities terminated Bond's parental rights over two other children, an agency official said. One child remains in the custody of the maternal grandmother; the other was adopted by an unrelated family, according to the official.

The official said the agency provided services for Bella in August and December of 2012 and again in June and September of 2013 following neglect complaints regarding the child.

They didn't know Bella, but that doesn't matter to them. The violent killing of the innocent girl has struck a powerful chord.

"The kids wanted to actually come," one neighbor said. "It's crazy what happened. That's why I don't have my voice now. From crying."

"....Bella Nevaeh Amoroso Bond had more names than people looking after her.

Her mother, Rachelle Bond, had alienated her family with her chronic addiction and the crimes she committed to feed her habit. She stole from her own family.

After more than a month trying to identify the little girl left dead, detectives found a clue, a place to start: pollen.

Neighbors remember a stream of sketchy men, straggling up the stairs at the house on Maxwell Street in Dorchester, like zombies, looking for a fix or sex or a place to crash. Most of them left soon enough in a haze of drugs and tumult. One of them, Michael McCarthy, stayed and Rachelle Bond told police he killed Bella by punching the 2-year-old girl repeatedly in the stomach. His mind and soul poisoned by heroin, she said he claimed the child was possessed by demons.

But those neighbors never made a call, even after noticing that Bella was gone. They never put two and two together. Their apathy or obliviousness or fear is easy to judge and harder to understand.

“It’s not my business,” one of the neighbors, Aileen Hermiz, said when asked why she didn’t do anything after noticing Bella was gone.

At least she was honest enough to say so. Many people who live in multiunit buildings like the one on Maxwell Street are afraid to get involved in others’ troubles, afraid that a punch in the face, a brick through a window, some slashed tires, or worse, are the reward for blowing a whistle. The disreputable men who flitted into Rachelle Bond’s apartment scared her neighbors. Her bizarre behavior made them uncomfortable. That doesn’t excuse their attitude, but it puts it in some context.

Some neighbors assumed Bella had been taken into state care, a not unreasonable assumption given her circumstances. But even if that were the case, why not call the police when you see that Baby Doe photo splashed all over front pages and TV screens?

How hard could it have been to make an anonymous call?

If neighbors thought the chaos Bella was living in or her sudden disappearance wasn’t any of their business, it certainly was the state’s business, and the Department of Children and Families had Bella on its radar. Rachelle Bond had lost custody of her two other children years before, and social workers had intervened in Bella’s case twice. But because Bella was just an infant when that last intervention took place two years ago, no one at DCF put two and two together, either.

It is easy to blame the government, and from what we know now it looks blindingly obvious that someone working for the state should have taken Bella away from a mother who would choose her next high and junkie boyfriend over her daughter. But at some point, in this case and in so many of the other grotesque cases of abused children burned into our consciousness for the last two years, you have to ask: where are the families in all this?

The answer is always the same, whether it was Jeremiah Oliver, the 5-year-old boy from Fitchburg who went missing without anyone noticing and whose body was disposed of just as callously as Bella’s, or countless cases that never make the news: the relatives who are often in the best position to notice and report that abuse or disappearance are too removed, too consumed by their own problems, too credulous, too frightened, too compromised, or too clueless to raise the alarm.

Bella’s aunt said she didn’t recognize her niece, even after seeing the digital image that was eerily similar to Bella. She described Bella as being about 5, when Bella was not yet 3.

Bella’s maternal grandmother, who helped raise Rachelle Bond’s two other children after they were removed by the state, didn’t recognize Baby Doe as her granddaughter because she had never seen Bella.

Bella’s biological father was out of her life and out of state for the last couple of years, but after he returned to Massachusetts recently he was in no rush to find his daughter.

Bella’s paternal grandmother thought the photo of Baby Doe looked like her granddaughter. But she didn’t act on that thought.

It is ineffably sad but undeniably true that far more concern was shown for Bella by strangers who never knew her than the relatives and neighbors who did. There have been several vigils for her at the spot where her body was found. On Friday, by sheer coincidence, as her identity was confirmed, a crowd that included Massachusetts Water Resources Authority workers and Winthrop officials and just ordinary people gathered to dedicate a memorial at the shoreline where she was found....."

Boston’s Baby Doe discarded in a garbage bag found on Deer Island was conceived in an Occupy Boston tent on the Rose Kennedy Greenway.


“That’s the story behind how me and Rachelle made this beautiful child,” Joseph Amoroso divulged to the Boston Herald about the conception of his daughter Bella Bond.

The case made international headlines at the start of the summer when a dog walker stumbled upon the decomposing remains of an unidentified child on Deer Island. The discovery that closed the summer revealed that another of the mother’s suitors, in an attempt to slay the demon that lived inside the 2 1/2 -year-old girl, allegedly murdered her instead. A city captivated by a computer-generated image this summer finally this week met the beautiful girl behind the picture—and the ugly adults in her life.

Rachelle Bond appears the epitome of the “special interest” that the Occupy movement avoided talking about but ultimately represented. She subsisted off welfare, with speculation rampant about whether she kept collecting checks after the death of her daughter. She lived in Section 8 housing provided by the government. Before her boyfriend took away her third child, the state took away Rachelle Bond’s first and second to raise them for her—or at least secure people who loved kids more than crack to do so. Rachelle Bond’s interest in Occupy succeeding appears something akin to Lockheed Martin’s interest in the defense budget exploding.

The government’s generosity extended to her transgressions atop of her troubles. Bond’s record shows more than a dozen arrests in the past decade. She allegedly stole property and assaulted people. She sold drugs to a pregnant woman outside of a homeless shelter. And she traded sex for cash, with rates declining with her fortunes from $40 in 2008 to $20 in 2010. Yet, she remained free to allegedly act as an accessory after the fact to her daughter’s murder.

The Massachusetts Department of Children and Families (DCF) investigated Bond for neglect of Bella. They call their involvement “brief” but the two cases remained open for nearly a third of the murdered child’s brief life. Despite Bond’s lengthy arrest record and the previous termination of her parental rights for two children, DCF left Bella in the home.

Father of slain toddler tells how he learned of death

Joseph Amoroso arrived in Boston several weeks back on what he said was a mission to meet his 2½-year-old daughter for the first time.

He visited Bella Bond’s home on Maxwell Street in Dorchester twice, he said, only to be told by the girl’s mother, Rachelle Bond, that the girl was on Cape Cod. Her darting eyes told a different story. By the end of last week, after they had spent about 24 hours together, he said, she told him the awful truth.
 
“Our daughter is dead,” Amoroso claimed Bond confessed to him. “The guy that’s been living in my house murdered our daughter.”

Amoroso said he was sickened by what he had learned and that he and Bond talked about whether they should go to the police or FBI. They never did. He said Bond sent a text alerting someone else that Bella was dead and that person notified police. However, that assertion could not be confirmed.

On Saturday, Amoroso, a lean man with a shaved head and a lengthy criminal record in Florida, sat on the wooden railing overlooking the Deer Island beach where his daughter’s body was discovered, his Bible resting at his side, and laid out a sad and strange story of Bella’s life and death.

Conley’s spokesman, Jake Wark, declined to comment on the substance of Amoroso’s account, saying that prosecutors have avoided discussing the facts of the case since the arrest.

“We will present our case at arraignment, based on the facts and evidence developed since June 25,” Wark said.

Amoroso said he and Bond were homeless when they met, and Bella was conceived in a tent in the Occupy Boston encampment downtown. "Policies and procedures fall by the wayside and kids are not being taken care of," Mr. Arnett said in a phone interview. "It is maddening. If society can't take care of its children, what does that say? Haleigh is paying the price like no other for a system failure. It is sad that this was allowed to happen, and it probably could have been prevented. It is pretty intense for me. We've gone through a lot to adopt Haleigh - so many studies, checking backgrounds. We're squeaky clean, but it was invasive and totally over the top. Then, with a kid like Jeremiah Oliver, they missed eight visits and didn't review the case and the kid ends up dead, and the Hardwick boy is in a coma. That is inexcusable."..."

When Mr. Patrick overhauled the state's child welfare system in 2008, cases like those were supposed to undergo a special review by a state board, if the department receives three or more reports of suspected child abuse. The results of that review were intended to be evaluated by prosecutors and police.

At the time, Mr. Patrick said the new law was "a giant step forward," and that "nobody wants tragedies to repeat themselves."

Yet, DCF's failure to follow that law since, has in some cases, led to child deaths or severe injuries more than 10 years after the Poutre case that initially inspired the change....."

A lifelong friend helped lead police to the couple now accused in the death of Bella Bond, a prosecutor said in court Monday morning as the little girl’s mother and her boyfriend made their first court appearance in the “Baby Doe” case.

Michael P. McCarthy was ordered held without bail on a murder charge, and the girl’s mother, Rachelle D. Bond, was held on $1 million bail on charges that she was an accessory after the fact to the killing. Both are also accused of improper disposal of a body.

Prosecutors revealed new details today in the death of the girl nicknamed "Baby Doe" as her mother and her mother's boyfriend appeared in a Massachusetts courtroom in connection with her death.

...Michael McCarthy, 35, who has been charged with Bella's murder, went to the little girl's bedroom one night to console her, prosecutors said in court today.

The girl's mother, Rachelle Bond, 40, didn't hear a sound for awhile and went back to check -- and that's when she allegedly found McCarthy standing over Bella’s mattress on the floor. Bella’s head appeared to be swollen and gray, prosecutors said.

Bond allegedly knew at that moment her daughter was dead, prosecutors said, and she asked McCarthy what he had done. McCarthy allegedly said the girl was a demon and it was her time to die, prosecutors added.

McCarthy and Bond allegedly put Bella's body in a refrigerator and later weighed it down and put it in Boston Harbor, prosecutors said.

...The friend said that McCarthy and Bond yelled at Bella and McCarthy would lock her in a closet, prosecutors said.

McCarthy and Bond were also both charged with improper disposition of a human body.

...A lifelong friend of McCarthy’s, who had previously lived with McCarthy and Bond, told authorities that the pair had claimed that the state Department of Children and Families had taken the girl, Deakin said.

The pal was walking with Bond one day when Bond told him that she had recently quit using drugs. When the friend suggested she might be able to get Bella back now that she was clean, Bond broke down in tears, Deakin said, relaying the friend’s account.

“I’ll never see my daughter again,” Bond allegedly told the friend before explaining that McCarthy had killed Bella and that she had helped McCarthy dispose of the body, according to Deakin.

...The father acknowledged to reporters Monday that he left Bond after finding out she was pregnant three years ago and married another woman. He had returned to Boston, he said, to be Bella’s father but arrived too late. Though he never met Bella, he spoke to her on the phone, always asked about her when he spoke with Bond and sent money for the girl, he said.

He sympathizes with Bond, he told reporters Monday, but he holds the state Department of Children and Families responsible for his daughter’s death. Realizing Bella was in a bad situation, Amoroso called the department in hopes that they would remove Bella from the home. His mother called the department as well, he said.

BOSTON (AP) - Massachusetts House Speaker Robert DeLeo plans to ask the Department of Children and Families for an update on their policies following the death of 2-year-old Bella Bond, which he said exposed "broader failures within the system."

DeLeo said he wants DCF to give House lawmakers details on actions they've taken since the 2013 case of Jeremiah Oliver, a 5-year-old Fitchburg boy who went missing from his home after social workers lost track of him and whose remains were later found alongside a state highway.

Lawyers for Bond and McCarthy present starkly different accounts: McCarthy alleges Bond told him Bella was in state custody and he had no reason to doubt her until police informed him Bella was dead, while Bond claims McCarthy killed the girl and then injected Bond with heroin, threatening to kill her if she tried to contact police.

Children's Agency to Be Investigated for Its Handling of the Bella Bond Case

Massachusetts Gov. Charlie Baker has announced that the Department of Children & Families will be investigated for its handling of the Bella Bond case.

...Among those reforms is a new standardized policy for assessing the level of risk facing a child, which will include a mandatory review of every family member's history with DCF, a "parental capacity assessment" and criminal background checks, according to a press release from the governor's office.

...In the meantime, Gov. Baker has ordered an independent review of how Bella's case was handled, which will be carried out by the Office of the Child Advocate.

Immediately after "Baby Doe" was found but still unidentified, DCF conducted a sweep of open cases in which the organization checked its records for any possible children that could have been the dead child. Because Bella's case had been closed out, her name did not come up in the sweep.
