ESCONDIDO, Calif. -- Escondido police Friday are hoping the public can help them locate a rapist and child molester who failed to be fitted with a GPS device upon his release from prison nearly three weeks ago.

Paul Franklin Castro, 54, was released from prison Aug. 30 and failed to report to state parole officials to be fitted with a GPS device that would track his whereabouts at all times, according to Escondido police Lt. Craig Carter.

This doesn't sound good at all.

Why was he released? When are they going to stop letting these perps out of prison, when they can't monitor them. I'm sure he has left the area.
