Amanda Runyon -- 2/2010

If it needs to be moved, go ahead.

Amanda Runyon: A study of a broken system
Posted on November 15th, 2010 by Valhall
Niecey, who writes a blog covering children’s cases at Niecey456′s Weblog, contacted me this weekend and asked that I act as a type of webring with her to assist in getting the word out about a case of a brave little survivor who has not only beat medical odds, but now must beat the odds of a system that so far has not shown to adequately value her precious life that was almost taken. Niecey has written three very good articles, which I will be linking as references in this article. I encourage you to read through those in order to learn the specifics about Amanda’s case. I will briefly review the situation here so that you can be introduced to little Amanda and learn how the system appears to continue to fail her, despite her own valiant efforts.

Thanks for posting this, Julie. This child needs all the support she can get, and those that harmed her need punished to the fullest extent of the law. I will never, ever understand how a grown person, a human being, can hurt a little defenseless child. Amanda is so very fortunate to have survived her injuries. What a little fighter! It's good to see she has a daddy that loves her and will protect her from now on.

Hi, Julie!
Thank you so much for starting this thread. I hope that it will get to stay in this section because this case has not had much media coverage and it needs all of the attention it can get.
Precious little Amanda almost died at the hands of the "boyfriend" and it appears some of her injuries were probably a year old and can not be attributed to the boyfriend.
I am shocked that her mother has not been charged with child endangerment at the very least!
I think DCF failed Amanda miserably! It appears the state prosecutors might fail her also.
Thank you for posting the video of Amanda and her father while Amanda was going to be released from the hospital.
I am very impressed with Amanda' father. He is very well informed of Amanda's physical condition and he is aware her near death has caused this precious baby to withdraw. Amanda is so lucky to have a wonderful, loving father who can keep her safe!
Please post this video on Amanda's thread at The Hinky. Like I said, this case needs all of the attention it can get.
I am under a deadline and I do not have time right now. I will come back later and make additional comments.
As an active advocate for children, I really do appreciate that this thread has been started here on Reality Chatter!

Hi Ann,
I don't have much time to be here, but I agree with what you said.
Also, I posted the video at HM & at Niecey's.

This is Amanda’s Grandma who has been attending all the “status” hearings. Only one correction, I do not live in Kentucky but do drive there, or 1/2 way, several times a month to get Eddie and Amanda. Also, Amanda’s mother does have visitation. It was easiest for Eddie to get full custody without a fight. Having Amanda protected and in her Daddy’s custody was our top priority.
We appreciate all that is being done by you “bloggers” to make people aware and try to change the system so other children are protected and may not have to suffer what our sweet Amanda did. I do not understand all this “blogging” stuff since I am new to it, but will do my best to keep Niecey updated. Reading here I am already getting educated. I never even thought about the fact that if law enforcement handled these cases instead of social workers, the process may be more effective. But I believe that may be the case.

I know that if LE handled these cases that there would be fewer children dying at the hands of those who have "custody" of them. It's should be the law that when a child is abused, a tracking police file is begun and is maintained. Sadly, I know the answer to that one - too many cases and too few law officers. Maybe instead of law officers there could be "delegated deputies" appointed to keep watch on the child's progress, and conditions. It is clear that CPS is, for whatever reason, not equipped to handle the vast majority of these abuse cases. All reported cases of child abuse should be red-flagged. How much time does it take to show up unannounced at a residence with a "child protection home visit warrant" allowing a certified adult to inspect/observe the child and fill out a simple check-list report. Medical records should also be linked to the first-time child abuse police report.
Something has to be done. Those abused children who manage to survive may be the next generation of child abusers, repeating the pattern of abuse which they had endured. The abuse thus becomes a multi-generational "disease".

Ann ~ Thank you for being the advocate for so many abused children. It must take a terrible toll on you to become so well-informed and updated on all these escalating horrific never-ending cases. Bless you, and may you be surrounded by guardian angels keeping you strong so you may carry on your battles.

I don't know how many of you have been directly involved with DSS, but I was for an entire year. When my daughter was murdered by her husband, I took custody of her two kids, 2-1/2 y/o son and 13 month old daughter. An atty in town was appointed as the Child's Advocate and DSS were ordered by the Judge to keep close tabs on them for a year. Our first case worker, was also assigned to their father, in jail awaiting trial. All she talked about the first time she came to my house was taking the kids to visit their dad. I absolutely refused for that to happen. Nicole was too young, and Chris was terrified of his dad, as he had gotten out of bed while that POS was stabbing and raping his mommy. The last words he ever heard from his mommy was "Go back to bed, I love you."
I moved out of Catawba county to Burke county so we could get a different case worker. She came by my house once or twice a month, but she always called before hand and told me when she would be there. She also visited the day care where Chris and Nicole stayed, and watched how they interacted with other kids and the day care workers.
I had nothing to hide, of course I was going to do everything to make their life comfortable and happy. But in child abuse reports, do the DSS workers call ahead of time and set up a time that is convenient for the family? Do they never make unannounced visits? If not, why?
PS, forgot something! The atty appointed as the Advocate for the kids, we never heard anything from him. So I called his office and left a message that the stupid DSS worker wanted to take the kids to the jail to see their dad. He never called me back, but I'm sure he took the pay that the County or State pays for that job.

mama ~ how strong and wise you were to stand up to that case-worker and protect your grands. Sometimes people "bow down" to anyone that sorta-kinda represents authority by holding a "file folder" like a badge. I can understand how that could happen, as when I was a kid every adult had "power" and a child dared not defy them.
My father's alcoholism made us kids "nobodies". It was extremely difficult to find "my voice". I am so grateful for this site which allows us to "speak" our thoughts.

Thanks Cali and Julie. I think the 10 day course I had just completed in Chicago on Positive Mental Attitude by Norman Vincent Peale was what made me strong and gave me the strength to stand up to that b!tch. A lot of ppl would think I was cold and hard hearted but I think I was just strong. But when it comes to kids, mine or any others, I am very soft hearted and have shed lots of tears since joining this fabulous thread with all you great people. I love all of you.

Hi, Notagrandma!
I did a little research and I see where there has been some governor corruption in the past in the State of Illinois. However, I can not find anything that indicates corruption pertaining to Gov. Quinn.
As a result of the Emma Thompson Case (Spring, Tx) and CPS’s failure to properly investigate Emma’s case and remove her from her home, Gov. Rick Perry of Texas ordered an investigation of Houston – CPS (Child Protective Services). As a result of that investigation, changes were made in CPS and it was enacted statewide.
It was too late for Emma but perhaps it will save a child’s life or act as a deterrent. Nothing will prevent child abuse 100% and that is what is so tragic regarding the protection of innocent, defenseless children.
Perhaps by bringing Amanda Runyon’s case to the attention of Gov. Pat Quinn he will call an investigation of CFS or whatever it is called in Illinois. They clearly dropped the ball and failed Amanda, in my opinion.
Perhaps Gov. Quinn’s office will monitor the progress and outcome of Amanda’s case.
Perhaps the media will start covering Amanda’s case. It would be awesome for an investigative reporter with one of the media sources to do some investigative research into the backgrounds of Amanda’s mother and her boyfriend and those handling the case of the boyfriend.
Perhaps the citizens of Illinois will contact Gov. Quinn and their State Legislators and demand and investigation of Children and Family Services and why Amanda Runyon was not removed from the home of her mother.
As details of the brutal, horrific death of Emma Thompson were released and covered by our local media, outraged citizens demanded answers from CPS and inundated the Governor Rick Perry’s office with e-mails, phone calls and letters. Also, their District State Legislators.
Gov. Perry responded by ordering an investigation of CPS – Houston with the report provided to him. As a result of Emma Thompson’s brutal, horrific death and CPS’s failure to properly investigate the complaints prior to Emma’s death, there were major changes made in CPS statewide.
It is my hope that Gov. Pat Quinn would respond accordingly.
When contacting Gov. Quinn, if a person is from Illinois and can cite other child abuse cases that CFS failed miserably, I would certainly mention those cases. As a citizen of Illinois, I would demand Gov. Quinn orders and investigation.
I am not a citizen of Illinois and can not demand anything from Gov. Quinn. What I can do is bring it to the attention of Gov. Quinn, the Legislative Liaisons and the major news media in Illinois.
Also, bring Amanda Runyon’s case to the attention of the national media such as ABC, NBC, CBS, FOX, CNN, etc. My e-mail may hit the round file but at least I voiced my concerns.
