Shocking new video from the aftermath of last year's Asiana Airlines crash in San Francisco shows that firefighters neglected what they thought was the lifeless body of a victim before running her over twice.

Ye Meng Yuan, a 16-year-old Chinese student, died after she was struck by a fire truck following the crash.

Helmet-mounted camera video obtained by CBS San Francisco shows the chaotic scene leading up to the girl's death.

New video shows chaos, miscues before injured passenger was run over - twice

CBS News has obtained video never seen publicly before that shows the chaotic scene of the Asiana Airlines crash landing in San Francisco last summer, where a 16-year-old who survived was later killed by a fire truck.

The video is important because it may answer a key question: How was Ye Meng Yuan later run over by the truck?

The teenager was one of three people from the plane to die; 304 others survived.

Her parents are suing the city of San Francisco, claiming that the rescuers were reckless and poorly trained.

Video from a camera mounted on a firefighter's helmet was provided to CBS News by a source close to the family of Ye Meng Yuan. Other video comes from the fire truck.

"They say everybody is off," says a firefighter. "Just don't go in there. Anybody's in there right now, they're dead."

Never-before-seen footage from the frantic aftermath of Asiana Airlines Flight 214 runway crash in July reveals that firefighters tragically did not realize that a 16-year-old victim was still alive - only to run her over twice 15 minutes later.

Video from a camera mounted on a San Francisco firetruck shows at least two emergency workers alerting vehicles to go around Chinese student Ye Meng Yuan as she lay on the ground by the stricken aircraft. The first responders believed she was dead and did not check her vital signs.

One lieutenant told crash investigators that she made 'a three second' visual assessment of Miss Yuan and automatically assumed 'that's our first casualty' - without putting a finger to her pulse or checking if she was still breathing.

SF firefighter who ran over Asiana Airline victim alleges she was made a 'scapegoat'

SAN FRANCISCO -- A veteran San Francisco firefighter who was blamed for running over a teenage passenger who was thrown from the wreckage of Asiana Airlines Flight 214 is suing her department, alleging she was made a scapegoat for larger failures in responding to the July 6 crash at San Francisco International Airport.

Elyse Duckett, a 24-year veteran firefighter who is still with the department and is the longest-serving firefighter at SFO, alleged in a lawsuit Friday that onboard video shows that a 120,000-pound, San Francisco Fire Department Aircraft Rescue Firefighting rig twice ran over 16-year-old Ye Meng Yuan before Duckett's rig ran over the girl. Yet only Duckett's name, home address and phone number were released to the media by unknown department officials.

Parents of Asiana crash victim file wrongful-death lawsuit

The parents of a 16-year-old girl killed by an emergency vehicle responding to the Asiana Airlines crash in San Francisco last year have filed a lawsuit against city and county officials, saying her death was "tragic and avoidable."

Asiana Airlines crash: Dozens of passengers reach settlements

SAN FRANCISCO -- More than 70 passengers who were aboard an Asiana Airlines flight that crashed at San Francisco International Airport in 2013 reached a settlement Tuesday in a lawsuit against the airline.

...One of the of the teens that was killed, 16-year-old Ye Mengyuan, was run over and killed by a San Francisco Fire Department truck as she lay on the ground, covered in firefighting foam. Her parents have filed a separate suit that is still pending in San Mateo County Superior Court.
