Terrilynn Monette Update: Body ID'd as missing La. teacher, cause of death is drowning, coroner says

CBS/AP) NEW ORLEANS - The Orleans Parish coroner's office has confirmed through dental records that the body found inside of a car pulled from the bayou in New Orleans is that of missing teacher Terrilynn Monette, CBS affiliate WWLTV reports.

According to the station, the coroner's office has ruled the cause of death drowning.

Coroner's office set to release more details in death of Terrilynn Monette

NEW ORLEANS - On Tuesday morning, the Orleans Parish Coroner's Office is expected to release more details on the autopsy of Terrilynn Monette.

After nearly three months of searching for the missing Jefferson Parish teacher, officials positively confirmed that it was her body that was pulled from the bayou. Despite several searches of the water, her car remained missing until it was discovered by a volunteer diver on Saturday.

The coroner's office is in the process of conducting toxicology tests to determine if there were any drugs in Monette's system.

The New Orleans Police Department said it is now treating Monette's investigation as a traffic fatality

NEW ORLEANS -- As the NOPD's fatality unit takes over the investigation into Monette's death, there are some things that don't add up about what happened between when she left the Lakeview bar and when her car ended up in the bayou.

Police say that according to surveillance cameras in the area, Monette left a parking lot next to Parlay's at 5:13 a.m. and headed toward City Park on Harrison Avenue.

Investigators say they found her on video from a traffic camera at Harrison and Marconi, and that she made a left turn onto Marconi. That video has not yet been made public.

Heading up Marconi is one way to Monette's apartment, which is near Paris Avenue and Robert E. Lee Boulevard.

But it doesn't fit with where Monette was found.

Mari 68, many unanswered question remain after her car was found.

The area where her car was located was searched three times, a video surveillance captured her car driving in the opposite direction to where her car was found.

There are quite a few things that bother me about this case.

New Orleans Police said the investigation will now be treated as a traffic fatality with no foul play suspected and Monette no longer a missing person.
Questions still remain about the final snapshot taken by a traffic camera that showed her headed the other way.
“That picture, it showed her car traveling North-bound on Marconi, which would've taken her away from Harrison Avenue,” Badon said.

Something is definitely wrong here... where they did the makeshift memorial the railings look good... would there not be a record if the railings were damaged and repaired.. would they not have searched the water if the railings were destroyed by a car going through them?? more questions than answers..

NEW ORLEANS - The family of Terrilynn Monette began the process of mourning Monday after the Orleans Parish Coroner confirmed the remains found in her car in Bayou St. John were, in fact, Monette’s.

Flowers and a makeshift memorial now line the Harrison Avenue bridge near where her car was found Saturday, a visible sign of the sense of loss that the community felt for the Jefferson Parish teacher, who was last seen at a Lakeview bar in February.

Questions still remain about the final snapshot taken by a traffic camera that showed her headed the other way.

“That picture, it showed her car traveling North-bound on Marconi, which would've taken her away from Harrison Avenue,” Badon said.

The NOPD said their detectives will enhance the video to try and get more answers about how she ended up where she did in the Bayou.

I wonder if she received a telephone call after she headed out? It really does not make sense at this point. Also, if the guard rails were not damaged, how did she get into the water? If the police claim no foul play, will there be a full investigation? I hope so for the parents' sake.

CBS/WWLT) NEW ORLEANS - New Orleans Police Department said Friday that missing teacher Terrilynn Monette did not drink an excessive amount of alcohol and cameras did not show her being followed as she drove home the night of her disappearance.

According to CBS affiliate WWL, Monette and a friend went to two restaurants on March 1, before heading to Parlay's Dream Lounge in Lakeview around midnight where they met three other people. Police say they interviewed bar employees and patrons, all of whom said the missing teacher did not consume an excessive number of drinks.

Monette's phone reportedly stopped working just before 1 a.m., and police believe it may have run out of battery.

One of few NOPD detectives qualified to investigate computers was not allowed time to work on the case of missing teacher Terrilyn Monette because his supervisors assigned him to non-investigative tasks, according to the officer's attorney.

Just a couple days after an NOPD officer said superiors delayed his forensic investigation of Monette's computer, her family questioned why. Plus, Monette's mother called for a federal investigation of her daughter's disappearance.

“I beg the FBI to take over this case,” said Toni Enclade, Terrilynn’s mother. “I don’t know if my daughter's in New Orleans, Canada, Mexico.”

“The community should be outraged,” said Terry Monette, Terrilynn’s dad. “Definitely hearing that a person is trying to do something about the computer and is been taken off of it. I'm very upset about that.”

NOPD Superintendent Ronal Serpas denies that the NOPD has mishandled the Monette investigation.

Does anyone think that her car and body were placed there AFTER it was thoroughly searched???

Very weird. I guess its totally possible she was drunk and drove right into the bayou.

The police said that she didn't drink excessively on the night of her disappearance.

At lunch with NOPD Commander John Thomas who was in charge of the investigation, Miller said it was decided the Equusearch boat would not return to search the bayou on the southern side of the bridge because the NOPD believed Monette had likely not passed that area. Footage taken from a red-light camera showed a black sedan -- believed to be Monette's Honda Accord -- turning away from that direction.

Police had thought that Monette turned left, or northbound, at Marconi, on the edge of City Park, based on red-light camera footage investigators reviewed. But her car was found farther east, in waters just past the corner of Harrison and Wisner, suggesting she likely kept going straight instead, driving through City Park before -- for reasons still unknown -- she ended up in in Bayou St. John.

New Orleans, La. - With a cause of death now determined, New Orleans Police Superintendent Ronal Serpas says the investigation into what happened in Terrilynn Monette's final hours can move forward.

"We've looked at the car, there's no evidence on the car that there was a hit-and-run or that it was involved in an accident that we can tell," says Serpas. "There's no real damage to the undercarriage either, so at this point it's more about collecting information, reminding anybody who may have seen something."

Detectives initially thought she turned left from Harrison onto Marconi. Serpas now says they were never certain it was actually Monette's car spotted on the red light camera.

"It was a car that looked like Terrilynn's car, but you could never make out the license plate and many people are jumping to the conclusion that that's actually a fact," he says. "What did happen is our 3rd District detectives were not satisfied that that was the vehicle to exclude it, brought the search across City Park, brought the search to Bayou St. John, which brought us to look into Bayou St. John. And unfortunately, that's eventually where Terrilynn's car and Terrilynn was recovered."

NOPD: Missing teacher drove from bar, toward City Park alone

NEW ORLEANS – The NOPD says that a review of surveillance video by investigators showed that a missing Harvey school teacher was traveling alone in her car after she left a Lakeview bar around 5:15 a.m. a little over two weeks ago.

Reviewing three red light cameras around City Park, detectives believe Terrilyn Monette, who has been missing Mar. 2, left the parking lot near Parlay’s Lounge on Harrison Avenue around 5:13 a.m., according to Officer Hilal Williams, a spokesperson for NOPD.

On the videos, Monette can be seen traveling east on Harrison toward City Park and turning left on to Marconi Drive, heading north, said a statement from Williams, and she was alone in her car, a black Honda.

Instead of closing traffic and having a crane lift the boat over the bridge to continue the team's search -- as they had done for bridges at Filmore and Mirabeau avenues before -- the team decided to break for lunch and reevaluate, said Tim Miller, director of Equusearch, a Texas-based organization that has found more than 150 missing people nationwide.

At lunch with NOPD Commander John Thomas who was in charge of the investigation, Miller said it was decided the Equusearch boat would not return to search the bayou on the southern side of the bridge because the NOPD believed Monette had likely not passed that area.

"I don't recall making that decision (to stop the search at Harrison Avenue) jointly or alone," Thomas said in the email. "Given the significant and continuing use of NOPD and other law enforcement equipment to search waterways, I had no reason to limit the search when we were not sure what had occurred. I did not make a decision to limit the search."If other teams did search that segment of the bayou, it is possible Monette's car may have been overlooked because someone operating the sonar device took their eyes off the screen for a second, Miller said.

When the car was pulled from the water Saturday, Monette's mother was standing on the bank watching. "I don't understand why it took them so long to find her car," Toni Enclade said between tears. "This is supposedly one of the first places they would have checked. I'm just overwhelmed. It doesn't make sense."

Slidell Police Officer Mark Michaud, a master diver, had been deeply involved in the search for missing teacher Terrilynn Monette since she disappeared in March. But it wasn't until Saturday that he made his first actual trip beneath the water's surface to search for the teacher's car.

The Police Association of New Orleans says the only NOPD detective with the skills necessary to investigate crucial evidence in the Terrilynn Monette case has been reassigned. Vanessa Bolano has the story.

Tonight Captain Michael Glasser with PANO says one crucial piece of evidence remains: her computer. Glasser says the one detective in the NOPD with the forensic training necessary to uncover clues inside of it has been pulled off the case.

NOPD Chief Ronal Serpas sent us this statement. Serpas says, “It’s reprehensible that Officer Plustache would intentionally try to make Ms. Monnette’s family believe that this department has underperformed for them.” Serpas goes on to say Plustache is under multiple disciplinary investigations for failing to perform.

Glasser tells WGNO Plustache is a 14-year veteran with a pristine record who scored a 4.5 out of 5 in his last evaluation.

After picking up a signal from Monette’s car at Wisner and Harrison avenues, Officer Mark Michaud went into the murky water and verified the schoolteacher’s car by her license plate.

With identification of Monette’s body and an autopsy that shows she drowned, it appears the arduous case is now over.

But for New Orleans police, accident investigators continue to piece together exactly how the Monette drove to her death after a night of drinking with friends at a Harrison Avenue bar.

NEW ORLEANS, LA (FOX44) — Two memorial services will honor the life of school teacher Terrilynn Monette. The first will be held in her hometown, and the second in New Orleans.

The first service will be held in Long Beach, California on Saturday, June 22 at Monette’s alma matter, Wilson Classical High School. A second New Orleans service will be held in July, but no details have been released as of yet.

NOPD fatality investigators and a dive team were back on the Bayou St. John scene Thursday near where Terrilyn Monette's car was found earlier this month. New Orleans police have said that they are reconstructing the crash scene to help determine her route before she went into the water.

A college scholarship honoring Terrilynn Monette, the teacher who drowned in Bayou St. John earlier this year, has been established by her family. The scholarship was announced Wednesday by the United Negro College Fund, which will administer it.

The scholarships will be awarded, based on financial need, to education majors with at least a 2.5 grade-point average in high school, fund spokeswoman LaJuana Chenier said.

NEW ORLEANS -- Several weeks after Terrilynn Monette's body was found in her car in Bayou St. John, her family is back in New Orleans, touched by the outpouring of love.

But while the coroner's office ruled drowning as the cause of death, the family is asking why they still don't have final answers from that office.

With her eight-year-old grand daughter at her side, Terrilynn Monette's mother, Toni Enclade, looked at the messages of love on the Harrison Avenue bridge, for her daughter who lost her life in the water below.

"It's kind of hard actually being back here again, just this very area, to know that this is where her car was and this is where she was found," said Enclade.

NEW ORLEANS -- The family of Terrilynn Monette says it now has answers for the reason it is taking so long to get lab results back from the coroner's office. The coroner says has challenges causing the delays.

After an hour meeting with the Orleans Parish Coroner and New Orleans Police Department officers, Terrilynn Monette's family says answers will be coming in about four weeks. They want to know details about what let up to the young school teacher drowning in her car in Bayou St. John after a night out with friends.

"We need answers. It's been almost eight weeks since she was found and I just feel like that would open up the line of communications for us. It will help us rest better. It's just so hard on us not knowing anything at all," said Terry Monette, Terrilynn's Father.

Coroner Dr. Frank Minyard says his office and police are still in an extensive investigation. Those still take more time because of Hurricane Katrina.

Terrilynn Monette was not under the influence of drugs or alcohol when she drove into Bayou St. John in March, according to toxicology results released Friday. There was a "negligible" amount of alcohol in the school teacher's body, but not enough to cause impairment, the results say.

Her family now believes she likely fell asleep at the wheel.

Authorities searched for the missing West Bank teacher for weeks after she disappeared March 2, but investigative missteps prolonged the search, which eventually ended June 8 with the discovery of her submerged Honda and body.

The Orleans Parish Coroner's Office ruled the death a drowning, but declined to release additional information about the death. However, state Rep. Austin Badon, who spearheaded the renewed search effort that led to the final discovery of the body, released details of the toxicology report.

Therefore, immersion artefacts do not contribute to proof of death by drowning. However, such artefacts are typically the most striking findings in a body recovered from water.

These immersion artefacts include:

1. goose-skin, or anserina cutis, which is roughening, or pimpling of the skin,
2. skin maceration, or washer-woman's skin, which is swelling and wrinkling of the skin,
and
3. adipocere, which is the transformation of the fatty layer beneath the skin into a soap-like
material - a process requiring many weeks or months.

NOPD: Terrilyn Monette Last Seen by Jogger

Today, Officer Christopher Kalka offered new information about what Monette’s whereabouts on March 1-2 prior to her disappearance. He also confirmed that Monette was last seen leaving the parking lot of a bank near Parlay’s (870 Harrison Ave.) at 5:13am.

The last image of Monette was captured by a camera, which shows her alone in her car, turning left onto Marconi Dr. from Harrison Ave.

Kalka announced, for the first time, that in the early evening on March 1 Monette went to a bar on Frenchman St. with the same man who was seen later in her car outside of Parley’s.

After going to Frenchman, the pair continued onto a bar on Veterans Blvd. before they reached Parley’s to meet a group of three friends

Despite multiple stops during the night, Kalka affirmed, “Contrary to what’s been reported by some agencies, she did not consume an excessive number of alcoholic beverages while she was there.”

The man who was last with her, however, said that after the pair left Parley’s Monnette appeared intoxicated and he thought it was best to let her sleep it off.

Though Kalka did not reveal anything new about the case’s suspects or the issue of foul play, he was sure to announce, “We have not ruled out anything.”    

As the press conference was being held, NOPD Crime Provention Unit released a statement on “Women and Safety,” that touched on subjects like: “Use caution on dates and relationships” and “Know the signs of abuse.” Here's the full release:
