Personally, I think JA's plans didn't necessarily call for murdering Travis. She also bought 2 bottles of sunscreen at the Walmart. I think she didn't kill him right away because she needed time to seduce him and remind him of all he was missing out on. She was hoping absence had made the heart grow fonder and TA would take her back as his girl and bring JA to Cancun with him the following week. We do know she wanted to draw attention to herself in Salt Lake City and that is near where she was spotted.

IMO, she did it to have and iron clad alibi of being in Utah should other alibis not work out or be sufficient. Also, IMO, there is no way she would have traveled in AZ with an upside down plate just begging law enforcement to pull her over. She was trying to be a ghost in AZ...not call attention to herself. JMO
